Bill has a keen perspective and knowledge of the healthcare industry as a lawyer and from an operations standpoint.

Bill has dedicated his career to healthcare law, advising and defending healthcare facilities and providers across the United States and in England, including hospitals, physicians, home healthcare agencies, as well as nursing homes, provider sponsored organizations, teaching institutions, diagnostic centers and ambulatory centers. He has drafted and introduced healthcare legislation, testifying at House and Senate hearings, and lobbied on behalf of legislation, including legislation designed to protect qualified retirement plans, which passed in both the House and Senate.  He was instrumental in rewriting and presenting a new Certificate of Need Law for legislation to comply with the National Health Planning Development Act, successfully introducing the legislation to both Houses.

Bill's experience includes serving as in-house counsel to a number of large hospital corporations, advising on operational and transactional issues, corporate compliance issues, contracts, medical staff issues, Medicare/Medicaid fraud and abuse, life-prolonging treatment, HMOs and PPOs, and medical research.

  • Represented new medical facilities in obtaining necessary licensure, CMS and third-party payor approvals.
  • Successfully defended hospital in major investigation by the state attorney general's office attempting to close the hospital.
  • Represented clients in mergers, acquisitions and sales of hospitals, physicians practices, home health agencies, diagnostic centers, surgery centers, and other healthcare related entities.
  • Provided antitrust advice to several healthcare clients engaged in mergers and acquisitions, evaluating precedents and legal environment, drafting antitrust opinions, and guiding multi-million dollar mergers and acquisitions through FTC and Justice Department approvals to successful conclusion.
  • Represented private donor in the formation of a new foundation to support medical research and training.
  • Conduct compliance investigations and audits of hospitals.
  • Develop compliance plans for individual hospitals and hospital holding companies addressing all regulatory areas, coding, fraud and abuse, HIPAA and EMTALA.
  • Advise clients on clinical research studies including IRB issues, consent issues, confidentiality issues, and regulatory compliance.
  • Represent hospitals and healthcare providers involved in federal and/or state investigations concerning patient care issues and False Claims Act Investigations involving the U.S. Department of Justice in Washington DC and in Kentucky, including the development of corrective action plans and litigation defense.
  • Represent hospitals with medical staff issues, including adverse actions and fair hearings and representation in federal and state courts.
  • Assist in physician contracting, including recruitment, employment, professional services agreements (including exclusive agreements for services), and medical office building leases.
  • Issued opinion letters on Medicare/Medicaid Fraud and Abuse and Stark II matters.
  • Represented clients on EMTALA issues and violations including filing appeals; CON and licensure issues.
